YouTube only makes the 1280×720 version for some videos, usually ones uploaded in HD. When it’s missing, the largest size you get is 640×480 or 480×360.
Paste the Short’s link. If YouTube has its vertical cover (1080×1920), it comes first, as Shorts cover. Not every Short has one. The other sizes are wide, with the Short in the middle and blurred sides.
The Standard and High quality sizes are 4:3, so a wide video gets black bars at the top and bottom. The HD and Medium sizes are 16:9 and have none.
