No. Your browser converts it right on your computer, so nothing is sent anywhere. It works for private and unreleased videos too, and with no wait for an upload.
Often not at all. When the new format can hold your picture and sound as they are, they are copied over untouched, which takes seconds. When they have to be encoded again, it happens at high quality by default, and never at a much higher bitrate than your file had, so it doesn’t balloon in size.
MP4 if you’re not sure: it plays on every phone, computer and site. MOV for Apple apps and Final Cut, WebM for web pages, MKV to keep everything as it is. MP3 or M4A if you only need the sound.
Changing the format is often just repacking: the picture inside a MOV and an MP4 is usually the same H.264, so it’s copied. Going to WebM, or making a smaller size, means encoding every frame again, which takes about as long as the video plays.
MP4, MOV, M4V, WebM, MKV, TS and 3GP videos, and MP3, WAV, M4A, AAC, OGG and FLAC sound, up to 2 GB. AVI and WMV can’t be opened in a browser yet.
